Warwick Grainger is a former senior executive of TransGrid, the corporation responsible for the planning, design, operation and maintenance of the high voltage transmission network in New South Wales. Since 2000 he has provided consultancy services as a Director of CHC Associates Pty Ltd.
 
Mr. Grainger has 50 years of experience in the electricity supply industry, initially with the Electricity Commission of New South Wales and Pacific Power, and then with TransGrid, which was separated from Pacific Power in 1995, preparatory to introduction of the National Electricity Market.
 
Through CHC he has provided advice to local and overseas organisations on various aspects of market implementation, transmission access, and power system performance. Clients have included Australian transmission network service providers, AEMO, the AER, and power-related authorities in Vietnam, China and Malaysia.
 
From December 1998 to January 2000 Mr. Grainger was TransGrid’s Manager for Network Development, in which position he was responsible for all aspects of the planning, approvals and pricing of access to TransGrid’s transmission network. His responsibilities also covered the areas of regulatory affairs, National Electricity Code compliance and technical services.
 
From mid-1997 to December 1998, as TransGrid’s General Manager/Market Development, he was responsible for the development, implementation and operation of the electricity market in New South Wales that was operated by TransGrid for the NSW government. Earlier, and during this period, Mr Grainger contributed to Australia’s national market initiative, and was involved in the development of the national market Codes, now the Rules, prior to market commencement in December 1998. In particular he led the drafting chapter 5 of the Rules.
 
He subsequently represented TransGrid on reviews of several aspects of market implementation.
 
Prior to 1997 he had extensive experience in the management of the power system analysis and transmission planning areas and he has a strong background in dealing with national market entities and distribution authorities. He was TransGrid’s representative on the NEM’s Inter-regional Planning Committee and its antecedent: the System Development Engineers’ Committee. For approximately two years he was responsible for transmission project management and development, including responsibility for community consultation and formal environmental assessment of major local and interstate developments.
 
He represented Australia as its member on CIGRE Study Committee 38 (Power System Analysis and Techniques), and convened the Australian Panel AP38.
 
Mr Grainger's formal qualifications are in electrical engineering, and are supported by other technical, economic and management training.
